In 2018, MEPC 72  adopted the Initial IMO Strategy on reduction of GHG emissions from ships. This Initial Strategy defines the objectives, tools, pace of work and guiding principles and as such is the framework for  Member States to decarbonize shipping. The Initial Strategy is to be revised in 2023.

In July 2023 (MEPC 80) IMO adopted the 2023 IMO Strategy on Reduction of GHG Emissions from Ships in accordance with the agreed programme of follow-up actions which now replaces Initial IMO Strategy on reduction of GHG emissions from ships

The 2023 IMO GHG Strategy represents a framework for Member States, setting out the future vision for international shipping, the levels of ambition to reduce GHG emissions and guiding principles; and includes candidate mid- and long-term further measures with possible timelines and their impacts on States. The strategy also identifies barriers and supportive measures including capacity building, technical cooperation and research and development (R&D).
