The International Maritime Organization, UN Agency (IMO) seeks proposals from qualified consultancy companies to assist Azerbaijan to develop national legislation for effective implementation of MARPOL Annex VI in the domestic legislation. The legislation will be developed in close coordination with the national maritime administration, the State Maritime Agency of Azerbaijan (SMA). This will include the provision of technical support and legislative drafting in Azerbaijani. The invitation to quote documents can be requested via email to procurement@imo.org. BACKGROUND The International Convention for the Prevention of Pollution from Ships, 1973, as amended by the Protocol of 1978 is the main international convention covering prevention of pollution of the marine environment by ships from operational or accidental causes. The GreenVoyage2050 Project, funded by the Government of Norway and executed by the IMO, is a technical cooperation project which, aims to support selected developing countries to domesticate the provisions of MARPOL Annex VI into national law. In this regard, Azerbaijan is one of the selected countries participating in the GreenVoyage2050 Project. The Republic of Azerbaijan acceded to the MARPOL Protocol of 1997 on 16 July 2004 (entry into force 19 May 2005) but the legislation currently in place does not give full effect to the regulations set out in MARPOL Annex VI. Owing to the technical complexity of this Annex, additional support is required to ensure the provisions are effectively implemented into national law. Azerbaijan currently has primary legislation in place (Merchant Shipping Code, Code on Administrative Offences, Law on Protection of Atmosphere, Law on the Protection of the Environment) but the drafting of amendments to the existing legislation as well as drawing up secondary legislation, are required.
