Workshop for the establishment of a regional cooperative mechanism for oil spill preparedness and response in the ASEAN region

​The workshop on establishing a Regional Cooperative Mechanism for Oil Spill Preparedness and Response in the South East Asian region was a follow up on the recommendations of previous Association of South East Asian Nations (ASEAN) national focal points workshops, held in 2011 and 2012, with a view to the review and adoption of a Memorandum of Understanding (MoU) amongst ASEAN Member States on Regional Cooperation for Joint Oil Spill Preparedness and Response in the ASEAN region.

 

Under the IMO/ASEAN partnership on technical co-operation, IMO and ASEAN have worked together towards the formulation and implementation of an ASEAN Oil Spill Response Action Plan (OSRAP), as part of the enhancement of co-operation to promote the accession and implementation of relevant IMO Conventions (Maritime Transport Goal 3 of the Brunei Action Plan for 2011-2015, “Accomplish Eco-port and environmental-friendly shipping”, refers). 
 
The workshop aimed to accelerate consideration of the draft MoU by providing a venue for further dialogue and discussion among ASEAN Member States following up from the results of the 25th session of the ASEAN Maritime Transport Working Group, held in Mandalay, Myanmar, from 12 to 14 March 2013. The outcome of the workshop included:
 
• a final draft MoU on Joint Oil Spill Preparedness and Response in the ASEAN region for endorsement by the 35th session of the Senior Transport Officials Meeting;  and
• an action plan to implement the provisions of the draft MoU.
 
The workshop was followed by IMO and IPIECA’s Launch of the Global Initiative for South East Asia (GI-SEA) to improve oil spill preparedness and response capabilities, held in Jakarta, Indonesia, on 20 and 21 March 2013.
