Regional Training Centre, Djibouti (DRTC): Design and building contracts have been negotiated and agreed by the Government of Djibouti. IMO has agreed to fund the building up to US$2.5million from the Djibouti Code Trust Fund.
A draft MOU is in place and is being reviewed by the Government of Djibouti.
Subject to agreement of the MOU, and work to provide a road and site clearance being completed by the Government of Djibouti a ceremonial stone-laying is planned for the end of May 2011 to mark the launch of the building project.
A number of training courses in support of implementation activities occurred throughout 2010, especially in the area of information sharing. A training budget of US$2m has been allocated for 2011/2012 to deliver training courses.
The European Commission Project Team in Djibouti is working with IMO to devise a curriculum for the DRTC, much of which will be delivered in Djibouti at an Interim Training Centre whilst the DRTC building is being built.
IMO has sent a training needs questionnaire to all Member States. The outcomes from the questionnaire will form the basis for a High/Senior level workshop and meeting to devise a regional training programme. This will be held in Djibouti at the end of May 2011.
